CLI was founded at Virginia Tech in 2003 and was eventually located in Burruss Hall, the main administration at the university. As a special project funded through the Provost's Office, CLI was charged with unlocking the power of utilizing learning technology to address broadening leadership development needs at the university and beyond. In 2006, CLI became a private company and permanent affiliate of the university and relocated to the Virginia Tech Corporate Research Center.

CLI developed a learning management system to meet the specific needs of the leadership development process, which included robust features such as journaling and a best practice engine. L2M allows CLI to deploy client-specific leadership and management development communities that are meaningful and relevant.

CLI currently leads, manages, and coordinates leadership development programs for almost 800 managers and executives.
